TAPA: Behaviour pattern recognition vs. ethnic profiling - the truth behind the fiction

The South African branch of TAPA (Transported Asset Protection Association) will be holding its annual conference at Emperor’s Palace, Gauteng on 26 July 2019. The theme of this year’s event is ‘A Layered Security Approach to Cargo Protection’ and will feature a cross-section of speakers who are respected specialists in their particular fields.

Eytan Nevo, managing director of ATL (Advisory, Technology and Logistics) SA, will delve into behavioural detection/behavioural pattern recognition (BPR). Behavioural analysis has been effective in identifying criminal elements at airports, and Nevo’s presentation will explore questions such as how behavioural detection can contribute to mitigating aviation security risks, how effective it is and how behavioural analysis can be enhanced. He will also address the controversial topic of profiling, why it’s a ‘dirty word’ and how it can be used effectively without discrimination.

Nevo was born in Israel and served as an officer in the Israel Defence Forces (IDF). His last posting was at the counter-terror unit, until he left the army in 1996. He then moved to South Africa to pursue security projects with a local company, dealing with technology solutions and integration, high-level consulting as well as executive protection services and training to various organisations.

After serving several other South African companies in various roles, he then established ATL SA in 2016, a specialised high-level security and defence consulting and advisory firm, focusing on aviation security, strategic installations security and the likes. He holds an MTSEC qualification with speciality in aviation security and terrorism, and is also a certified ICAO AVSEC Professional Manager and sits on the board of governors of the SA Institute of Security.
