Intelligent technology assists addicts

November 2012 Surveillance

Elim Clinic, situated in Kempton Park, provides in-patient treatment for people 18 years and older who are addicted to alcohol, drugs, medication and gambling. C3 Shared Services designed an intelligent perimeter solution that prevents patients in the clinic from procuring contraband outside the confines of the clinic.

Elim Clinic was facing the challenge of patients purchasing contraband by either scaling the electric perimeter fence or by having the drugs thrown over the fence into the clinic’s grounds. Elim Clinic needed a solution that would alert them to any unauthorised activity happening alongside the electric fence and for this reason a detection zone was set up utilising day/night cameras connected to DVTel’s intelligent video analytics.

The area of interest (AOI) is narrow so LED floodlights were installed to provide adequate lighting for the cameras. The cameras are monitored from the guardhouse and should any person move into the AOI during the day or night the intelligent video analytics alerts the operator to the activity and provides the necessary visual verification in order for the operator to make an informed decision as to the necessary action that needs to take place.

Elize Smith, MD of Elim Clinic, says “Creating a therapeutic environment conducive for recovery is crucial. Elim Clinic is looking forward to offering our patients protection and safety while they focus on regaining control over their lives”.

The IP system installed is scalable allowing for future additional components to the system such as further cameras, alarms and panic system. Nick Grange, technical director for C3 says, “C3 has become so accustomed to providing large turnkey security solutions that require multiple cutting edge technologies that it was refreshing to work on a smaller project of this nature with a fairly simple requirement. The analytics are working superbly and meet the client’s expectations. As long as the clients’ expectations are reasonable, there will always be a place for intelligent video analytics in perimeter security and c3 will continue to have success with this product”.
