Public address and surveillance

The Legislative Council in the state of Brunei is officially known as ‘Dewan Majilis Baru’. Designed to represent the legislature, history and culture of the sultanate, security is of paramount importance to protect such an emblematic building.

The project was completed in early 2009 and includes a banquet hall for 500 people, a public gallery for over 450, a VIP room, confidential secretary, conference and press rooms.

The Dewan Majlis Baru required a state-of-the-art conference, voting and simultaneous interpretation system for conferences in the assembly hall as well as comprehensive CCTV and a public address system for the entire complex. The challenge of the project was to offer a solution which guarantees a high level of safety and security while at the same time avoiding disturbances in the architecture of the building.

Recommended by the experienced Bosch Partner, ICSS, in Singapore, Bosch’s state-of-the-art Digital Congress Network (DCN) Next Generation System was installed in combination with an Integrus Digital Infra-Red (IR) Language Distribution System.

90 DCN Concentus & Discussion Units are used together with 100 pocket receivers and earphones for simultaneous translation into four languages. Integrus allows perfect audio reception due to a high signal-to-noise ratio (SNR) and built-in error correction. Privacy is ensured since IR signals cannot pass through walls or ceilings. The system features innovative transmission via a non-complex and robust network infrastructure combined with a complete range of contribution and discussion units.

The configuration ensures optimal intelligibility and simplified installation and operation. The top quality microphone provides clarity, reliability and range. Bosch state-of-the-art technology shields from mobile phone RF signal interference.

14 indoor/outdoor G4 autodomes and more than 90 Dinion cameras were deployed on the six acre complex for surveillance. All videos are transmitted back to an Allegiant LTC8600 Matrix Switcher in the Security Command Centre.

A Plena Voice Alarm System with about 800 speakers in various forms namely ceiling speakers, column speakers and projectors were deployed to provide clear announcements. Automatic announcements are broadcasted in case of fire which guarantees an easy and smooth evacuation.

The installed systems fully met the expectation of the customer. The provided solution guarantees high security for delegates and visitors while at the same time not deranging the Council’s aesthetics.

Thanks to the provided solution, communication during conferences has become much clearer. Today, the Legislative Council can be considered as being one of the most secure representative buildings in Brunei.
