Standards for fire detection

What should happen once the fire detection system installation is complete? After conducting the installation based on SANS 10139, the standard also provides recommendations for the commissioning and handover of the system to the end user. This is covered in SANS 10139 (11).

The chapter is quite detailed and contains too much information to explain the contents in this article. There are, however, some very important points we shall cover.

First and foremost, the system should be commissioned by a competent person, who has access to the requirements of the designer and any other relevant documentation or drawings. At commissioning, the entire system should be inspected and tested to ensure it operates satisfactorily. This means:

• All detection devices, manual call points, audible and visual devices, and the panel operate correctly.

• All cause-and-effect programming (addressable systems) functions correctly. This can include, but is not limited to lift homing, air conditioning shutdown, extraction fans, pressurisation fans, etc.

• Remote monitoring is functional.

• All documentation is available, including:

o Data sheets for all installed equipment.

o Test reports (where possible) on the

system’s commissioning.

o Operating instructions for the end user.

o Zone diagram indicating device

locations and zones.

o As-built drawings.

o All relevant certificates (design, install

& commissioning).

o Logbook and Logbook holder mounted on the panel to record any

and all interactions with the system.

Once the commissioner has completed his tests and checks, the next part of the process is to involve the end user. Going through the entire system with the end user and proving the system is functional is key to a successful handover. The end user must be issued with all relevant documentation and instructed on their specific duties in relation to the detection system.

Training of key personnel on site is paramount. The end user will need to nominate a person within their organisation who will be responsible for the system. It is recommended that at least two persons are trained on the system. The following training items are typical:

• How to navigate the panel.

• What to do in the event of a fire or fault condition.

• How to read the information on the screen (addressable system) or identify a particular zone activation (conventional system).

• How to isolate/disable devices or zones.

• First-line maintenance requirements such as resetting manual call points.

• Daily and weekly checks/tests to be conducted

• How to complete the logbook.

• Who to contact in case of system failures they cannot resolve.

Once the end user is satisfied that the system has been installed as per requirements and is fully functional, it is a good idea for the commissioner to obtain an acceptance certificate signed by the end user. The acceptance certificate indicates that the end user is satisfied with the installation, has received all relevant documentation and has been trained in the system’s operation. Model certificates are available in SANS 10139 Annexure F. A model format for the logbook can be found in SANS 10139 Annexure G.
