Located in the Nkangala District Municipality of Mpumalanga province, the Steve Tshwete Local Municipality expressed a desire to have a widespread surveillance system strategically positioned on street poles in the city centre.

In September 2018 Elvey and system integrator Procurex Advisory produced the project specifications and bill of materials for the surveillance project and work commenced in early 2019. Leveraging the combined expertise, technical capabilities and intellectual property of the members of Elvey’s Business Development Unit, an integrated sustainable solution was created that will allow the municipality to extend the project perimeters at a later stage.

Elvey provided Procurex with 24 Dahua 4 MP PTZ IP cameras which are used by the municipality to monitor the city streets. “The primary goal is to increase safety levels for residents, shop owners, customers, as well as other pedestrians and road users in the CBD. The surveillance system is both a proactive and reactive tool for the municipality and is proving to be a worthwhile asset,” says Sean McCarthy, Elvey’s business development manager.

The cameras have been placed at all major intersections as well as in other sensitive areas within the CBD and surrounding areas, providing critical information on road trends, potential crimes, as well as vehicular and pedestrian accidents and incidents. The video playback allows the control room operators, together with municipal managers, the SAPS and Road Traffic Services, to gain a better understanding of the nature of events for future preventative action.

McCarthy explains that a combination of IgniteNet and Cambium wireless network equipment was used to wirelessly transmit the video feed back to the municipality’s control room. The IgniteNet and Cambium wireless equipment are ideal for this application as they both support high speed throughputs of up to 200 Mbps of data over long distances.

Elvey designed and implemented the entire surveillance system and the associated control room using the Dahua DSS management platform. In addition, the company supplied the M70 Video Wall Matrix as well as the eight Dahua 55 inch 4K monitors. Operators are able to view camera feeds, manage the scenes they are viewing and change the direction in which the PTZ cameras are pointing in certain areas, all via a keyboard and joystick combination.
