Going remote in Tshwane

July 2010 Surveillance

The City of Tshwane hosts some of the largest electrical cable warehouses in South Africa. With the value of cables running into millions of rands, theft was a concern. After ROM was called in to investigate the challenge, we found a few concerning key points all around the premises. ROM took their experienced team to investigate and give a detailed report of their findings.

With a complete ROM team consisting of engineers, technicians and technical advisors, they found that the building as well as the perimeter was under constant threat. There was no security during the evening other than a sleeping security guard. ROM also noticed that there was no electrical fencing, secured access or onsite physical security.

The layout of the building was analysed by architects for any unauthorised entrance points, accessible through any non-existing openings. A concern to the ROM technical team was the safety of workers as well as the potential damage to property. ROM also needed to keep in mind that the council’s standby employees require after-hour access from time to time.

With all the information gathered, the ROM team got to work.

The solution

ROM knew that the site perimeter was of great concern and easily accessible. A full height electric fence was erected behind the existing palisade fencing to secure against forced entry. The onsite security officers are remotely managed by ROM, using its specialised camera system and remote monitoring facility. This ensures that there cannot be collusion from the security guards on the premises; they are alerted by the ROM surveillance operators using voice over IP directly on the site.

Access permits made it easy to identify employees entering and leaving the premises. The vehicle identification camera makes it simple for the surveillance operators to identify and acknowledge a stolen vehicle. Motion detectors placed at the cameras helps to detect movement at which point the surveillance operators take over. With ROM’s 24-hour remote monitoring it is easy looking after any goods. By keeping an eye on valuable stock, ROM makes sure its clients get the best possible security solution on the market.

The results

Since the installation and implementation of the ROM off site monitoring, the risk has reduced. When all personnel are off the premises, the ROM monitoring facility takes over. In the event of any movement, an alarm occurs to warn the surveillance operator. The operator then determines where and what caused the alarm. Without leaving any other part of the premises unsupervised, the surveillance operator can send a security guard to the place where the event occurred. With the ability to control the guard on the site it saves unnecessary armed response costs and reduces the false alarm situation.
