PAC access control system for Essex police

July 2001 Access Control & Identity Management

The system

Essex police installed their first PAC access control systems in 1988 and have been expanding and developing their system ever since. Every policeman in Essex now carries a PAC token.

There are a total of 12 divisions with between four and 10 stations per division. Most police stations now have their own PAC system installed using a network of PAC 2100/1100 and Easikey door controllers. The police headquarters itself is a large site with 16 buildings and 59 doors controlled by the access system.

Fifteen police stations are linked back to the PAC system at headquarters via modem, where data is monitored using PAC for Windows software. Furthermore, the Department undertakes the regular maintenance and administration of the data and software.

Security access to our sites would be a nightmare without a system such as PAC. Essex police has many sensitive areas such as custody, secure stores, and firearms storage, where PAC provide the extra protection required, explained Pauline Jordt, Assistant Estates Manager.

Upgrade

The Estates Management Team of Essex Police is currently undertaking a pilot project with their Colchester Division to restructure the administration and monitoring of the systems by providing a PAC Central Network Controller locally. This means that the divisions will have far more local control over their security access systems and have the ability to update information more regularly.

Police vehicles are also fitted with PAC's AVR (automatic vehicle recognition) system which allows vehicles to approach barriers and gates and gain access without the use of a fob. This is essential for police vehicles in emergency situations. All vehicle movements can be reported back to the PAC for Windows system providing easy monitoring and information on vehicles.

As part of a continuous improvement programme, Essex Police is constantly upgrading its access control systems. The current installer and maintenance contractor provides an excellent service and has a genuine interest in our needs and future developments, Pauline concluded.

The outcome

The PAC system plays an important part in the management of security for Essex Police. It monitors and controls the movement of both civilian staff and police officers restricting access to many high security areas, and is key to the organisation where integrity is reliant upon its security.
