Citizen Identity 2010 co-located with Cardex 2010

28 September will see the annual SmartX Cardex conference taking place at the Sandton Convention Centre in Johannesburg. The big news this year is that the conference and exhibition will be boosted by the all-new Citizen Identity conference and exhibition, which will be held on 27 September in the same location.

Dozens of countries in both the developing and the developed worlds have implemented smartcard-based health programs, however, such programs often face a host of challenges that simultaneously encompass technological, administrative, policy and even ethical issues. The Citizen Identity conference will look at the manner in which biometrics is increasingly being used to address critical citizen needs and is moving beyond the traditional fingerprint systems. Today this involves facial, iris and vein recognition systems with varying degrees of complexity. Citizen Identity presenters

The Citizen Identity keynote presentation on Biometrics and International Security, will be delivered by Mark Branchflower, head of the Fingerprint Unit at Interpol.

Branchflower joined New Scotland Yard fingerprint branch in England in 1984 as a trainee fingerprint officer. After qualifying as a fingerprint expert in 1989 he left the UK and in 1990 became a fingerprint officer with Interpol at its headquarters in Lyon France. Since 1990 he has participated in many Interpol European and international working groups on fingerprint standards, AFIS, training and DNA. Currently as head of the Fingerprint Unit his main duties are the organisation of Interpol fingerprint AFIS services, organisation of meetings and conferences and identification projects.

Southern Africa will be represented by two principal speakers. The first is Segakweng Tsiane, Permanent Secretary, Minister of Labour & Home Affairs in Botswana, who will discuss the new OMANG Civil ID system and electronic passports in Botswana. Tsiane has a 28-year track record in public service, accumulated in the Ministry of Education, Ministry of Labour and Home Affairs and Office of the President in Botswana. The second is Vusimuzi Mkhize, Deputy Director General of Home Affairs who will speak about the citizen related systems in South Africa which are likely to significantly evolve in the near future.

These two guests will be followed by Gillian Ormiston, director: Business Development Identification Solutions at Morpho who will be addressing the issue of fraudulent Government-issued documents with specific reference as to how the state of North Carolina, in the US, is approaching the issue of fraudulent driving licenses.

Youzec Kurp of Gemalto will add to the agenda with a case study of citizen applications of biometric solutions.

Other speakers for the Citizen Identity conference include, Martin Bayerlein, area sales director, Giesecke and Devrient, Marius Coetzee, COO, Ideco Biometric Security Solutions, and Keith Breckenridge, Professor of Social History, University of KwaZulu-Natal.

Cardex presenters

The Cardex keynote will be from Noel Nader, GIE SESAM Vitale, Paris, France, an international expert for eHealth information systems and cross-border applications who will speak on health smartcards: an integrated European vision.

He will be joined by Dominic Haazen, lead health policy specialist at the World Bank, based in Dar es Salaam, Tanzania, where he is responsible for managing the Bank’s health program in Tanzania and Uganda, and assisting other countries as an expert in the areas of health financing, health system management, health information systems/eHealth, and emergency medical services.

Tony Loxley, chairman of SANS828 and Cecilia Woker, from the SABS committee on health cards will speak on a local standard for a health smartcard, and Susan Potgieter will speak on lessons learned from fraud activity during the football world cup and how this can be applied in other industries to combat the changing trends. Davis Moodley of Infineon will round off the agenda with a presentation on e-health as a subset of e-government services.

Bruno Benteo, product manager: Health ID at Morpho will follow and present real-life case studies highlighting smartcard programmes.
