Move to a proactive rather than reactive CCTV approach

The keynote presentation at iLegal 2016 will be by Jeff Corkill, a lecturer in the School of Computer and Security Science at Edith Cowan University in Perth, Australia, and a member of the ECU Security Research Institute.

Titled “Strategies for Leveraging Intelligence to Move to a Proactive rather than Reactive CCTV Approach”, Jeff will discuss how intelligence can be gathered and used to move CCTV from a reactive strategy, to one where information plays a major part in enhancing the focus, direction and outcomes of CCTV surveillance.

Jeff served as an officer in the Australian Intelligence Corps and subsequently become involved in intelligence and security management posts in the diamond industry in Australia and for multinational companies. He worked extensively in optimising the combination of intelligence and CCTV surveillance approaches during this time.

Subsequently, his experience gained him an invitation to assist on a consulting basis for the United Nations in Sierra Leone where he assisted in controlling the illegal diamond trade. He has visited a number of other African counties as part of his work, including presenting on intelligence-led CCTV surveillance in South Africa. He has also presented this type of training in Australia to organisations such as the Australian Customs, Police and city centre agencies, mining and casino organisations.

He continues to be involved extensively in intelligence organisations in Australia and the USA, is part of the ECU Security Research Institute in Perth, and is completing a PhD with a specific focus on optimising intelligence operations. His paper at iLegal 2016 will include ways in which intelligence can be gathered, reported on, and even the language used in conjunction with a CCTV strategy, and what and how things should be looked at.

Part of this is maximising the effective viewing of a surveillance operator and ensuring that the human factor systems support this process. He will touch on some of the issues hindering this process, as well as identifying ways in which a proactive focus can be achieved through enhancing the focus, direction and outcomes of CCTV surveillance using an intelligence base.
