Securing the Bank of Thailand

March 2014 Access Control & Identity Management

The Bank of Thailand Act, introduced on 28 April 1942, vested upon the Bank of Thailand responsibility for all central banking functions. The first Note Printing Works was located across from the Head Office of the Bank of Thailand in Bangkok and commenced operation in June 1969.

Note Printing Two opened October 2007 and is located in the city of Phutthamonthon (about 40 km outside of Bangkok).

To secure its extensive facilities, the Bank of Thailand required a comprehensive security management system. High levels of encryption, the flexibility to integrate with CCTV, biometrics, intercom, perimeter security and visitor management meant the Gallagher system would meet the immediate and future security needs of this key facility.

In 2003, The Bank of Thailand standardised with Gallagher to secure many of its facilities including the headquarters building, note printing plants and cash centres located in 12 provinces.

The depth of integration Gallagher delivered will ensure the site’s total security needs can be managed from one system, through one user interface, delivering a greater level of security.

All facets of the security installation are supported by Gallagher Channel Partner, AES Group. Ongoing training and warrantee support also continues to be provided.

Henny Beeber, chief technical officer at AES Group, says “The Gallagher system was chosen because of its very high levels of data encryption and flexibility to integrate with other systems such as CCTV (Bosch and Verint are installed at the Bank of Thailand), IP intercom, building management and HR systems. The system was recently upgraded to include the Gallagher Visitor Management System.

The Note Printing Two plant was one of the first sites in the world to install a fully integrated access control and perimeter security system. At 1.8 km long and 4.5 metres high, the Gallagher Trophy FT perimeter system is powered by 11 fence controllers all monitored centrally through the Gallagher system architecture.

Additional integration includes:

* 124 Jacques intercoms.

* Nedap long-range readers.

* Fire alarm system.

* Sagem biometric fingerprint readers.

* Perimeter protection.

The country-wide integrated security management system includes:

* 800 smartcard access controlled doors across multiple sites nationwide.

* 1500 digital CCTV cameras.

* 22 workstations.

* Visitor management.

* Alarm and security sensors integrated via the Bank of Thailand LAN/WAN.

* Reinforcement at the perimeter includes car crash barriers, pedestrian turnstiles and car barriers.
